Watch: Moscow bombarded 118 Ukraine towns
This is not the first incident, such bomb attacks in Ukraine have targeted prominent Russian-installed officials.
Since Russia sent tens of thousands of troops into Ukraine in Feb 2022, Moscow has routinely claimed territory as its own.
Luhansk is one of four Ukrainian regions Russia claims to have annexed since the start of its invasion, something Kyiv and its Western allies strongly reject.
